Official Tunis Airport taxi service is available outside the Arrivals Terminal.
Drivers are supposed to use the meter, but most likely you will find yourself negotiating a fare. Before getting in, ask 'meter' or in French 'Vous avez le comptoir?' (do you have a meter?). If there is a refusal to use the meter, either find yourself another cab or try to negotiate a price between TND 5-15, although settling on TND 12-13 will likely be the best you can do. The official price is TND 3 without luggage or TND 5 with luggage - and there is a 50% surcharge after 21:00.
All taxi drivers speak Arabic and French, so you might want to practise your French numbers, or at least write down an agreed-upon price.

Very very typical. Either catch another cab or negotiate a price.
Fake Meter Readings
Keep a close eye on the meter as some of the drivers will change the price or tell you it is something else. Mine was using the clock as a price (TND 1 per minute). A typical guide is that if the meter is already above TND 2 by the end of the airport road then the meter is giving a fake reading and you might want to get out at that point.
